[10/09/26] National government to review local government reorganisation decision for Hampshire and the Solent area

On 7 September 2026, Government announced that it had withdrawn its previous decision on local government reorganisation (LGR) for several areas, including Hampshire and the wider Solent area, and will now review that decision following updated legal advice.

Earlier this year, Government announced plans for four new unitary councils across mainland Hampshire from April 2028 as part of its programme of local government reorganisation.

Future Hampshire, which brings together the 14 councils involved in the programme, is considering the detail of the announcement and any implications for residents, local services and organisations across Hampshire.

In response to the announcement, implementation activity across the Future Hampshire programme has been paused pending the outcome of the Government's review and any further direction from Government.

While activity in relation to the previous model for LGR is now on hold, the 14 councils involved remain committed to working together and maintaining the strong collaborative relationships established through the programme so far, while continuing to focus on delivering day-to-day services and supporting their communities.

Local authorities involved in the Hampshire-wide programme (known as ‘Future Hampshire’) will continue to engage with Government, partners and residents as further information becomes available, helping to keep communities and stakeholders informed of significant developments.

Future Hampshire brings together the 14 councils across mainland Hampshire working together to support local government reorganisation and transition planning in response to Government requirements.
