The shadow authorities and new unitary councils: Preparing for 2028

In May 2027, councillors will be elected to the future unitary councils. These councils will be the permanent councils that will take over responsibility for local government services from 1 April 2028.

From May 2027 to the end of March 2028, the newly elected councils will prepare for taking on their full responsibilities in April 2028. During this time, they are referred to as shadow authorities, because they are acting as a transition council. Their main role will be to make the final decisions and preparations needed to ensure a smooth transition.

This includes:

• Deciding how the new councils will be organised.
• Appointing senior staff.
• Agreeing budgets and key policies.
• Putting governance and decision-making arrangements in place.
• Overseeing the transfer of services, staff and responsibilities.

Throughout this period, current councils will continue to provide day-to-day services to residents.

From 1 April 2028, the new unitary councils and elected councillors will then assume full responsibility for delivering local government services across their areas.
