Mid Hampshire Council
From 1 April 2028, the Mid Hampshire unitary council will serve residents in areas currently covered by Hampshire County Council, East Hampshire District Council, New Forest District Council, Test Valley Borough Council and Winchester City Council.
This future council will include boundary changes. This means that some residents who are currently served by New Forest District Council and Test Valley Borough Council will be served by the new South West Hampshire unitary council, and some residents who are currently served by Winchester City Council and East Hampshire District Council will be served by the new South East Hampshire unitary council.

Managing the change to future councils
The joint committee for Mid Hampshire Council has been set up to begin working towards the transition. Head to the joint committees page for the latest information on managing the change to future councils.
In May 2027, elections will take place to elect councillors to the future Mid Hampshire Council. These councillors will form a shadow council (also referred to as shadow authority) for one year, to take over the work of the joint committee and continue to prepare for a smooth transition of services to the future council. On 1 April 2028, known as Vesting Day, the shadow authority will become the new Mid Hampshire Council and take over the running of services from the current councils.
Until 1 April 2028, the current councils will continue to run services as normal.
