South West Hampshire Council
From 1 April 2028, the South West Hampshire unitary council will serve residents in areas currently covered by Hampshire County Council, Eastleigh Borough Council, New Forest District Council (parishes of Totton and Eling, Marchwood, Hythe and Dibden, Fawley), Southampton City Council and Test Valley Borough Council (Chilworth, Nursling, Rownhams and Valley Park).

Managing the change to future councils
The joint committee for South West Hampshire has been set up to begin working towards the transition. Head to the joint committees page for the latest information on managing the change to future councils.
In May 2027, elections will take place to elect councillors to the future South West Hampshire Council. These councillors will form a shadow council (also referred to as shadow authority) for one year, to take over the work of the joint committee and continue to prepare for a smooth transition of services to the future council. On 1 April 2028, known as Vesting Day, the shadow authority will become the new South West Hampshire Council and take over the running of services from the current councils.
Until 1 April 2028, the current councils will continue to run services as normal.
